A workshop was held on July 11 and 12, 2023 on setting standards, procedures and rules for exams that qualify for obtaining a license to practice medical professions under the supervision of Prof.  Mohamed Lotayef, CEO of the Egyptian Health Council, in coordination with the Knowledge Bank delegation, and with the participation of Dr. Ehab Kamal, Assistant Minister of Health for Training Affairs, at the temporary headquarters of the Egyptian Health Council at Princess Fatima Academy for Medical Education.
This workshop was attended by representatives of health specialties such as human medicine, dentistry, pharmacy, physiotherapy, veterinary medicine and nursing, in order to train on developing the skill of setting examination questions that qualify for obtaining a license to practice medical professions, which will measure the scientific skills that were acquired after the years of training prescribed after obtaining a bachelor’s degree And before obtaining a license to practice the profession.

Prof. Dr. Adrian Freeman is Professor of Medical Education at the University of Exeter Medical School - UK and President of the European Board of Medical Residents (EBMA), an organization that promotes excellence in medical education assessment across Europe. Prof. Dr. Adrian Freeman has worked for many years in undergraduate and postgraduate medical education, with a particular interest in education assessments and is an examiner for the Royal College of General Practitioners and led the development of the College's Clinical Skills Licensing Examination. He is also Chairman of the International Board of Trustees of the Royal College of General Practitioners, which accredits training programs and external assessments in family medicine, and has worked on numerous curriculum and assessment projects internationally, including in Oman, Dubai, Malta, Kosovo, Egypt, Myanmar, Indonesia and Libya. He is currently a member of the Council of Medical Colleges UK Assessment Alliance Council and the UK Academy Council for Medical Education. He is the recipient of the prestigious International President's Medal from the Royal College of General Practitioners in 2017 for his contribution to international medical education.

The Board of Trustees of the Egyptian Health Council held an expanded meeting on 28, April, 2026, in honor of His Excellency Prof. Khaled Abdel Ghaffar, Minister of Health and Population, Prof. Abdel Aziz Qansouh, Minister of Higher Education, Prof. Ahmed Kojak, Minister of Finance, and Prof. Hani Otaiba, President of the Royal College of Physicians and Surgeons in England. Also present were Sir. Magdy Yacoub, the international heart surgeon, and Prof. Hisham Ali Sadiq, Professor of Heart, Biophysics and Molecular Biology. At the University of Arizona in America, via video, in France, Major General Saeed Al-Najjar, Assistant Minister of the Interior for the Medical Services Sector, and Major General Dr. Nabil Fekry, Undersecretary of the Medical Services Sector at the Ministry of Interior.

Dr. Khaled Abdel Ghaffar, Deputy Prime Minister for Human Development and Minister of Health and Population, Mr. Hassan Raddad, Minister of Labor, and prof. Mohamed Lotayef, The Executive president of the Egyptian Health Council, witnessed the signing of a tripartite cooperation protocol aimed at enhancing institutional integration and achieving the maximum benefit from the available capabilities in providing health services and developing the vocational training system in Egypt in order to enhance health care and develop vocational training.
