General conditions for joining the Egyptian fellowship

  • Admission of trainees to the Egyptian fellowship is announced twice a year in an official newspaper, health directorates, on the fellowship website, and at the Egyptian fellowship headquarters.
  • The application is made in the Egyptian fellowship building in accordance with the conditions and dates stipulated in the advertisement.
First: The Ministry of Health employees apply for the fellowship according to the following conditions:
  • That the applicant has completed assignment.
  • The applicant must be a resident doctor in the same specialty in the event that this job exists in the ministry and he spent six months from the date of receiving the actual work as a resident doctor, or the applicant should be an assistant specialist or a specialist in the same specialty.
  • In therapeutic specialties, it is required that the physician be one of the workers in the therapeutic medicine units.
  • The age of the applicant should not exceed 35 years for applicants with a bachelor’s degree as a maximum, and no More than 36 years for applicants with a diploma in the credit hour system (in the same major), and not more than 37 years for applicants with a master’s degree (in the same major).
  • Those who are accepted under the conditions of the previous age enjoy support for the annual training fees according to what is prescribed, and the applicants are obligated to pay for the exams and all other fees in accordance with the regulations governing this.
  • In the event that training places are available, doctors working in the Ministry who have exceeded the age specified in the previous paragraphs and are less than 45 years old and wish to register can accept them without subsidizing fees.
  • The age does not exceed 40 years for applicants for one of the precise majors that require obtaining They have an Egyptian fellowship or a doctorate before applying for it and wish to register for the fellowship in one of the sub-specialties without the support of fees.
  • In all cases, whoever has previously obtained a fellowship in a specialization and desires to register in a sub-specialty or sub-specialty related to the original specialization or any specialization in which he is entitled to register is not granted fee support.
  • Approval and approval of the original employer to register and devote themselves to the fellowship by approving the application for admission.
  • The doctor is not entitled to register in the Egyptian fellowship if he is registered for other postgraduate studies, and he is not entitled to register in more than one fellowship at the same time.
  • The approval of the Scholarships and Grants Department at the Ministry to register with their acknowledgment not to register for any other postgraduate studies.
  • The fellowship determines the number of admissions in the various disciplines according to the number of training places available in the training centers approved by the fellowship.
  • Agree to take all procedures related to the regulations governing the fellowship in case of violation of the conditions.
  • The trainee is not entitled to register for more than one fellowship at the same time.

     

Second: Non-workers at the Ministry of Health apply for the fellowship according to the following conditions:
  • Age not more than 45 years.

  • Applicants are obligated to pay for training, exams and all fees in accordance with the regulations governing this.
Third: Special conditions for some subspecialties and specializations related to the health field:
  • The conditions for some sub-specialties and specializations related to the health field, which are announced in the batch announcement, are taken into account.
Fourth: Those who are accepted for coordination with master’s degrees or diplomas and the like:
  • In all cases, exemption from training periods or years is subject to the approval of the Scientific Council of the specialty and after reviewing the training program and the scientific content of the certificate obtained by the trainee.
  • Those accepted in general specializations:
    1. Doctors who hold a master’s degree in a general specialty are exempted from two years of training. That is, it is accepted from the beginning of the third training year for the accepted general specialization.

  • Those accepted in the sub-specialties:

Fifth: Non-Egyptian Doctors:
  • Arab and foreign doctors and health workers who speak Arabic and English are allowed to apply for the Egyptian fellowship after equivaling their certificates from the Supreme Council of Universities and obtaining the necessary approvals for training and residency in Egypt from the concerned authorities.
  • Applicants are accepted in the event that training places are available for them in the specializations they are applying for, in accordance with the rules governing this matter.
  • Applicants are obligated to pay the fees for submission, registration, training and examinations, as well as all fees in accordance with the regulations governing this. The fellowship regulations are applied to the applicants and they follow the same training system and examination system applied to their Egyptian peers in their specializations.

General terms of coordination:

  • The fellowship announces the governorates that have vacant training places in the required specializations.
  • The applicant must complete all the required papers before submitting his papers at the fellowship reception desk within the date announced in the advertisement.
    Desire cards are filled out by applicants for the fellowship by selecting five training provinces arranged as first, second, third, fourth and fifth desires.
    Papers are accepted only from the applicant in person or from his representative under an official power of attorney.
    After the end of the submission and before the coordination, the applicants’ files are reviewed and any file is excluded

    Coordination is carried out electronically according to the following priorities:

  • The fellowship applicant has the right to complain about the result of coordination within 15 days from the date of the announcement.

    2. The grievance shall be in writing with the General Administration of the Egyptian Fellowship only, with payment of the prescribed fees.
  • Steps for examining grievances with the Egyptian fellowship:
    1. The file of the complainant is reviewed and all submitted papers are reviewed.
    2. The data entered in the coordination program is reviewed.
    3. If an error is found in the entered data, it is corrected and the applicant is reformatted.
    4. In all cases, the response to the grievances is completed within 15 days from the date of the application Submit it to the reception desk of the Egyptian fellowship.

The rules governing training:

First: Receiving the training:
  • After acceptance, the applicant must release him from his employer and receive training in the fellowship within the announced date in the same governorate in which he was accepted.
  • Distribution is made to the hospitals or training centers available in the governorate that have been accepted, according to the number of vacant training places and the priority of attendance to receive the training.
  • The trainee shall bring the training receipt letter from the hospital or training center for the fellowship, and the date of receiving the actual training is the date of the start of training in the specialty.
  • In the event of not receiving the training after admission to the fellowship, the applicant is denied registration in the fellowship or postgraduate studies for a period of two years because he wasted the opportunity for others to obtain the opportunity to register in the fellowship.
Second: Training and rotation in training centers:
  • The trainee is obligated to devote himself completely to training and to attend the training center to perform his work daily during working hours other than shifts and what is entrusted to him in terms of work like his peers of resident doctors.
  • The trainee is committed to the training group that has been distributed to him and to attend with the trainer responsible for his training.
  • The trainee is committed to the rules governing training, the system of progression in training and rotation between training centers according to the training program set by the Scientific Council, and is committed to the work system of the hospital or training center in which he is trained.
  • For the trainee to apply for transfer from one training center to another, the following must be met:
    1- Spending a period of at least 6 months in the training center.
    2- Clarifying the reason for requesting the transfer.
    3- Bring the activities booklet approved by the trainer and the hospital director to the person in charge of the specialization to register the transfer.
    4- A statement of vacations and regular attendance from the hospital/centre records and approved by the director.
    5- Availability of a training place for him in the center to which he is requesting transfer.
    6- Pay any late fees.
    7- The fellowship’s approval of the transfer.
    8- To request a transfer from one governorate to another, the following is required:
    1- To spend a period of at least one year from the date of the start of the training.
    2- Bring the activities booklet approved by the trainer and the hospital director to the person in charge of the specialization to register the transfer.
    3- A statement of leaves and regular attendance from the hospital/centre records, approved by the director.
    4- Availability of a training place for him in the governorate to which he is requesting transfer.
    5- Pay any late fees.
    6 - The fellowship's approval of the transfer.
  • The trainee is committed to attending training courses, theoretical lectures, clinical days, and other activities organized by the fellowship in his specialization, and he is also committed to having his attendance rate exceed 75% for each activity separately.
  • The trainee records the practical and scientific activities that he did in the activity book (Log Book), and the registration of the activities is approved by the trainer with his signature on it, and it is approved by the hospital or training center on an up-to-date basis.
  • The trainee is committed to fulfilling the requirements of graduation from one training year to another in accordance with the system established by the Scientific Council and applicable in the specialization.
  • The trainee is not entitled to start training in the third training year unless he has passed the first part exam.
  • The trainee is obliged to attend the training activities organized by his trainer.
  • The trainee is obligated to attend the training follow-up visits made by the members of the follow-up committee to his training center to find out the level of training and training problems in the hospital.
  • The trainee is obliged to attend the visits of the scientific supervisor to his training center to check his level of training and his commitment to the training requirements.
  • It is prohibited for the trainee during the training period to work privately or to work in general outside the training center attached to it.
  • After the end of the training period in the specialty, the trainee's training is terminated and he is released from the fellowship.
Third: Freezing, vacations, and apology for training:
  • The trainee has the right to freeze (suspend) training for a period of one year at most during the training period and after at least six months from the date of receiving the fellowship.
  • The trainee has the right to obtain the complete freeze once or only twice during the training period, provided that the minimum freeze period is 3 months.
  • In the event of freezing before passing the first part, the trainee is not entitled to freeze for a period longer than the period remaining for him until the end of the second year, provided that it is not less than 3 months.
  • The freezing period shall be replaced by an equal period added to the training and the training end date shall be amended by a period equal to the freezing period.
  • If the suspension occurred during the examination period, this examination shall not be counted among the three times allowed for the trainee, provided that all the following times shall be counted even if the suspension occurred.
  • In all cases, the trainee does not start training in the third training year until after passing the first part exam.
  • The trainee is entitled to the following leaves:
    - The annual leave should not exceed one month.
    - Official holidays, if there are no shifts.
    - Sick leaves (from health insurance).
    - Maternity leave for trainees.
  • Maternity leave and sick leaves are replaced, and the training end date is adjusted by a period equal to the leave period, as well as the annual leave, if the absence exceeds a month, or if the trainee does not return to training immediately after its completion.
  • The trainee is obligated to inform the fellowship of any leave that lasts more than a month, so that it is replaced by a period equal training, otherwise he will be warned to dismiss from the fellowship with the addition of its duration to the training period.
  • The trainee has the right to apologize for completing the training program and cancel his enrollment. In this case, he is not entitled to register in postgraduate studies for a period of two years from the date of his apology, unless the apology is for a compelling excuse, and if he is one of the recipients of the training fee support, he must pay the rest of the fees in full for the period he spent In training.
Fourth: Violations:
  • Enrollment in postgraduate studies or other training programs.
  • Violations related to behavior or absence from the hospital or training center:
    1- The delay in receiving the training at the start of the training.
    2- Absence without excuse.
    3- Discontinuation of training.
    4- Delay in returning from the freeze or leave.
    5- Delay in receiving training when transferring from one training center to another.
    6- The bad behavior that leads to the hospital or the trainer complaining about the trainee, or to the hospital’s request to transfer the trainee from it, or to administratively release him from the hospital or training center.
    7- Disgraceful behavior or non-compliance with professional ethics.
    8 - Medical negligence, such as non-compliance with attending shifts or not attending them, and so on.
    9- Not being in the hospital or not showing up without an excuse during the follow-up visit or scientific supervision.
    10- Not attending the fellowship when the trainee is summoned for any reason after repeating the summon request twice.
    11- Taking more than a month's leave without notifying the fellowship to compensate for the period of interruption in training.
  • Violations related to attending activities or evaluating performance from the Scientific Council:
    1- Not meeting the attendance rate of 75% of the theoretical lectures or clinical days separately.
    2- Failure to meet the annual training evaluation requirements.
Fifth: Sanctions and Penalties:
  • Ascertainment is made by the fellowship of the violation with official approved papers that include the result of the investigation that was conducted and the administrative penalty that was imposed by the hospital.
  • A memorandum from the specialist in charge or a member of the follow-up committee regarding the doctor's position is submitted to the senior management of the fellowship.
  • If the doctor is registered or has registered for postgraduate studies or other training programs, he will be dismissed from the fellowship.
  • In the event of violations related to behavior or absence from the hospital or training center, a decision is taken with one or more of the following penalties:
    1- A first warning of dismissal.
    2- A final warning of dismissal.
    3- Dismissal from the training program.
    4- Replacement of training periods at the expense of the trainee.
    5 - Adding training periods at the expense of the trainee.
  • Duration of absence or interruption:
    - Absence or interruption of training without an acceptable excuse for a period of 15 separate or continuous days Within 3 months or less, a warning is required.
    Absence or interruption from training without an acceptable excuse for a period of more than 60 separate days Or continuous within one year that requires dismissal from the training program.
    Delay in receiving training at the training center, delay in returning from vacation, or Freezing is considered a cessation of training, and the above in the previous two items applies to it.
    In all cases, the period of absence or interruption indicated in the warning shall be added to training unless The trainee is fired.
  • When violations related to the activities of the Scientific Council occur, a decision is taken with one or more of the following penalties:
    1- Replacement of training periods at the expense of the trainee.
    2- Depriving him of taking the exam while counting him as one of the exam times.
    3 - Adding training periods at the expense of the trainee.
    4- Dismissal of the trainee (technician) from the training program.
  • Gradual punishment is not required, provided that the punishment is commensurate with the size of the violation, such as the period of absence, discontinuance from training, or disgraceful behavior. In all cases, with the recurrence of the violation, the penalty will be more severe than the previous one.
    In the event of dismissal, suspension of enrollment, or failure to pass the examination times (unless the reason is a compelling excuse), the trainee shall pay all the prescribed fees from which he was exempted.
Sixth: Suspension of enrollment and dismissal from the training program:
  • The trainee’s enrollment will be suspended and he will return to his original place of work if he does not pass the first part exam within 3 consecutive times, or if he finishes the second training year without passing the first part, whichever is earlier.
  • In all cases, the trainee may not start the third training year until after the completion of two years of training and his success (or his exemption) from the first part exam.

The trainee is dismissed from the training program in the following cases:

  • If he violates the requirements stipulated in this regulation by not being registered in postgraduate studies or other training programs when applying for the fellowship, or if he violates the undertaking made by him regarding registration in postgraduate studies or other training programs during his registration in the fellowship.
  • Not passing any of the exams after the permitted number of times or years as stated in the exam regulations.
  • If the trainee gets a final warning and commits another violation that deserves a warning.
  • If the trainee does not return to training within 45 days from the date of the end of his leave or the suspension of his fellowship.
  • If the trainee did not receive training in the hospital (or training center) within 45 days from the date of his assignment or transfer thereto.
  • If the specialization registered in the fellowship is changed.
  • If a judicial ruling was issued against him suspending him from practicing the profession or a judicial ruling restricting his freedom.
  • If he is afflicted with a disease or a condition that prevents him from practicing the profession.
Seventh: Re-registration:
  • The trainee will be re-registered if he passes the first part exam in the exceptional time he takes it from his employer.
  • The trainee can apply for re-enrolment after dismissal or suspension of enrollment within a maximum of one year from the date of dismissal or suspension of enrollment at his own expense and without the support of fees in the following cases:
    - Failure to pass the exam of the first part within the number of times prescribed for him, provided that he begins the training.
    In the specialization as a new trainee, and all conditions for new trainees apply to him in terms of:
    Training start date, exam entry date, and number of times, and no periods are counted for it.
    previous training.
  • Not passing the second part exam within the period prescribed for him, provided that he re-trains For two consecutive new years in the same specialization. After completing the training, he is allowed to By entering the second part exam, provided that he passes it within 3 consecutive times, including the first time held in the year in which his training ended, and he is not given any other opportunities.   • The trainee is not entitled to request re-enrolment after a year has passed since his dismissal or suspension of his enrollment, and he can apply for coordination in a new batch after two years of dismissal.
  • In all cases, re-enrolment and full training shall be at the expense of the trainee without subsidizing fees.
Eighth: Important Points:
  • A fellowship trainee who works at the Ministry of Health and has benefited from the support for training fees is obliged to work in the ministry for a period similar to the training period he spent in the Egyptian fellowship, otherwise he will pay the training fees before agreeing to travel or leaving the ministry.
  • Any training periods that took place outside the Arab Republic of Egypt without the supervision of the Egyptian fellowship are not counted unless they took place through agreements between the fellowship and the concerned authorities.
  • The Egyptian Fellowship may amend some of the items contained in the regulations or add new items if the need arises based on a recommendation by a proposal from the Secretary General after taking the opinion of the Executive Council or the Supreme Committee for Medical Specialties, provided that the proposal is submitted to the Minister of Health and Population, the Chairman of the Supreme Committee for Medical Specialties for approval.
